Michigan State Police officer, 1923-1941, Michigan Civil Defense Director during World War II, State Police Commissioner, 1947-1951, Republican candidate for governor, 1954, served on Michigan Liquor Commissioner and as Detroit Recorders Court judge. Papers include extensive documentation of his service as Director of Civil Defense and State Police Commissioner and his political activities.

The Donald S. Leonard collection is a valuable resource to researchers studying topics of law enforcement and civil defense and Michigan state politics and government. The Donald S. Leonard collection has been arranged into seven series: Personal and Correspondence, 1925-1966; Civil Defense; World War II Era, 1941-1946; Michigan State Police, 1929-1952; Detroit Police Department, 1952-1954; Political Files, 1950-1956; Organization and Activities Files; Audio-Visual Materials; Committee on Equal Educational Opportunities. Leonard also taught law course at the State Police Recruit School and Metropolitan Police Academy of Michigan.

Chairman of Michigan Liquor Control Commission, 1932-1934, candidate for the US Senate in 1934, president of Michigan Bar Association, and U.S. Judge of Eastern District of Michigan, 1939-1963. Correspondence and other papers relating to Michigan and national politics, his work on the Liquor Control Commission and the Michigan Bar Association; also campaign speeches and scrapbooks.

The Frank A. Picard papers consist of correspondence and other papers relating to Michigan and national politics, his work on the Michigan Liquor Control Commission and the Michigan Bar Association; files of campaign speeches and scrapbooks; and scripts and related papers for plays he wrote. The collection has been arranged into the following series: Correspondence, speeches and other materials; Scripts and plays; Other writings and miscellaneous; and Scrapbooks.

Reports and administrative records of WPA project to survey historical records in Michigan; includes correspondence, drafts of guides to county archives, proceedings of county boards of supervisors, field reports of workers, and copies of land patents for some counties; also material relating to the history of Blacks in Michigan.

The Historical Records Survey record group documents the activities and the product of the legions of depression era workers who inventoried the records held in county courthouses, municipal offices some private repositories. The records include correspondence, drafts of guides to county archives, proceedings of county boards of supervisors, field reports of workers, and copies of land patents for some counties; also material relating to the history of Blacks in Michigan.

Originally the H.R.S. records transferred to the Michigan Historical Collections measured about 121 linear feet. After processing, the collection consisted of 26 feet of records relating to the H.R.S. and 65 feet of transcripts of county and municipal records. Of the remaining 30 feet, 29.5 feet of duplicate, extraneous, or insignificant materials were discarded (described in more detail further on) and approximately half of a linear foot of printed material was transferred to the library's printed collection.

Owen J. Cleary was an attorney, president of Cleary College in Ypsilanti (1940-1960), Michigan secretary of state (1953-1954), and chairman of the Republican State Central Committee (1949-1953). The collection includes correspondence, scrapbooks and clippings, organizational files, and Republican Party files.

The collection documents the later period of Cleary's life, mainly from 1945 to 1959. The series include Correspondence; Scrapbooks and clippings; Organizational interests; and Political files.

The great bulk of the collection consists of correspondence dated from 1945 to 1959 and documenting his work as Republican State chairman (1949-1953), his tenure as Michigan secretary of state (1953-1954), and his various other civic, political, and business involvements. There is included with this finding aid a selective index to Cleary's correspondents.

Alpena, Michigan, businessman, University of Michigan regent and Democratic governor of Michigan, 1933-1934; correspondence, diaries, business papers, and other items, concerning Democratic party affairs, state and national elections, real estate and financial transactions, and photographs.

The William A. Comstock papers document activities of a businessman/promoter and a Democratic Party functionary. Although the collection dates from 1902 to 1949, the bulk of the papers date from 1919 to 1932, the period of Comstock's primary business involvements. The collection has been arranged into five series: Correspondence, Other Papers and Records, Business Record Books, Diaries, and Photographs.

Papers include biographical materials, correspondence, military correspondence, and miscellaneous.

The collection includes Biographical Materials, Certificates re: his Postmaster position; Correspondence, 1899-1935, mostly about postal service and politics; State Liquor Control Commission correspondence and related materials, 1933-1934; Military Correspondence, 1915-1916, about his conflicts with work versus military duties; and Miscellaneous, including his typed diaries of a 1914 trip on the (yacht) Virginia.
