Judge Glenn S. Allen, Jr. was born on January 8, 1914 in Kalamazoo, Michigan. He attended Amherst College in 1933 and transferred to Kalamazoo College where he earned an AB degree in 1936. In 1939, Allen received a law degree from Columbia Law School in New York City.
From 1939 to 1940, Allen clerked for Michigan Supreme Court Justices William W. Potter and Emerson Boyles. During World War II, Allen was a legal advisor to General George Patton and graduated from the Judge Advocate General School, U.S. Army in 1943. He served as the Assistant Judge Advocate, 94th Infantry Division, Third Army. For his efforts, Allen was awarded four battle stars and one bronze star.
After the war, Judge Allen served in local government of the City of Kalamazoo, first on the Kalamazoo City Commission (1945 to 1951), then as mayor (1951 to 1959) and lastly, as a city commissioner (1958 to 1961). After he left the City Commission in 1961, Allen was a delegate to the Michigan Constitutional Convention (1961-1962). From there, Allen worked in state government alongside Governors Romney and Milliken, serving as the Director of the Budget under Governor George Romney (1963-1968) and as a legal advisor to Governor William Milliken (1970 to 1974). In 1974, Allen was appointed to serve on the Michigan Court of Appeals until 1986. Upon retirement, he served as the secretary-treasurer of the Michigan Retired Judges Association until his death on November 6, 2001.
