The University of Michigan's highest governing body is the Board of Regents. The Regents deal with virtually every aspect of university policy and campus life. The records of the Regents reflect this broad range of interests and authority. This record group contains exhibits from meetings beginning in 1899. These exhibits are the most complete record of the actions of the Regents, supplementing and detailing the published minutes Proceedings of the Board of Regents. Additional documentation in this record group includes manuscript minutes, 1837-1870, correspondence, material by and about the Regents, photographs, audio recordings of meetings, 1977-2011, and material on recent presidential searches.

As the official governing body of the university, the Regents deal with virtually every aspect of university policy and life. The records of the Regents--which includes exhibits of Regents' meetings, topical files, correspondence files, audio and visual material, and archived web content--reflect this broad range of interests and authority. But while the documentation is wide-ranging, it is not continuous. Certain types of records are continually before the Regents, particularly information regarding salaries, leaves of absence, appointments to faculty positions, and formal approval of degrees conferred upon students. More often, however, the Regents are presented with a specific problem and asked to resolve it through the creation of policy. After the creation and successful implementation of a policy, the situation which caused the issue to arise is usually no longer a matter of Regental concern. The Regents' records reflect this pattern of action. Issues arise, are resolved, and then are supplanted by new concerns.

University of Michigan unit established in 1871 to accredit secondary schools. Consists primarily of accreditation inspection reports, 1871-1992, representing over 1,000 public and private high schools in Michigan. Reports include information on demographics, facilities, finances, curriculum, staffing, and reviewers comments. Some early reports were completed by John Dewey. Files are arranged by school alphabetically by city. The state assumed accreditation responsibility in 1992.

The records of the Bureau of School Service are comprised of 166 linear feet spanning the dates 1871 to 1992. The record group has been divided into three series: Administrative Files, Accreditation Inspection Reports, and Detroit High School Study Commission.

Calvin O. Davis papers, 1910-1941

The bulk of the Davis collection consists of manuscripts, lecture notes and articles. Included is his manuscript autobiography entitled "A Country Lad" and "History of the Ann Arbor Rotary Club." The lectures are on educational topics. In addition, the collection has correspondence largely relating to University of Michigan and School of Education affairs, and a diary of a trip to Europe in 1931.

The Fred S. Dunham collection includes professional correspondence and notes taken while a student at the University of Michigan, 1903-1907, in classes taught by Francis W. Other portions of the collection include lectures, publications, and topical files relating to professional affiliations and the University of Michigan School of Education. Fresh Air Camp (University of Michigan) Records, 1922-1979 (majority within 1967-1972)

Youth camp founded in 1921 by member of University of Michigan Student Christian Association to provide outdoor experience for underprivileged youths, management assumed by University of Michigan Institute for Human Adjustment in 1944 and later by the School of Education when emphasis changed to serving physically handicapped children. Records document management of the camp including reports on camp activities and research conducted at the camp.

The records of the University of Michigan Fresh Air Camp are comprised of materials documenting the functions, operations, policies, and events of the camp. Records range from the early 1920s to the late 1970s, but are strongest in the periods from approximately 1937-1950 and especially 1967-1972. Researchers will take particular interest in the annual reports and other materials found in the Reports series, which document the activities of the camp and include pertinent historical information. Records documenting a grant received by the school in the late 1960s through the Federal Education Profession Development Act also provide an excellent overview of the camp's philosophy at that time.

The papers of Howard Yale McClusky span the years 1921 to 1982. They include correspondence, clippings, bibliographies, speaking notes, reports, teaching material, minutes, photographs, and sound tapes. The bulk of the-papers are the files he kept in his office in the Department of Community and Adult Education. Every important aspect of McClusky's professional career is documented. His non-professional interests--such as his work with religious groups--and his personal life are only lightly touched upon in the collection.

The arrangement has tried to respect the original order of the papers. However, in order to highlight McClusky's most important commitments, some material was removed from his "Topical File" and consolidated into separate series. Respecting original order meant, among other things, leaving correspondence scattered throughout the collection in different subject folders. Only loose letters or folders composed entirely of letters were grouped in the Correspondence series.

The papers have been divided into eleven series: Personal and Biographical; Correspondence; Writings; Teaching Materials; Department of Community and Adult Education; Adult Education Association; American Youth Commission; Topical File; Visual Materials; Sound tapes; and Miscellaneous.

The Irene Tejada Papers include materials from the professional career of Irene Tejada, as well as materials documenting the history of University School. Organized into three series, Teaching/Professional Materials, Visual Materials, and University School Related Materials, the papers span the years 1928-1998 with the bulk of the materials from 1950 to 1970. The strength of the collection lies in the many depictions of life and activities at the University School through both visual and non-visual materials.

Chairman of the department of political science at University of Michigan. Correspondence, reports, manuscript articles, book reviews, lecture notes, and miscellaneous papers concerning family affairs and his academic interests in political science and international law.

The Reeves papers largely concern JSR's activities as professor (also chairman) of the University of Michigan Department of Political Science from his appointment in 1910 until his retirement in 1937. The great bulk of the collection consists of Reeves' correspondence. With this is a smaller series of such other materials as lectures, research materials, professional organizational materials. As an aid to accessing the correspondence, a selective index of correspondents and subjects has been prepared and is appended to the following containing listing.

Lawrence S. Berlin papers, 1971-1983

The Berlin papers pertain to those several areas of service which Professor Berlin performed for the University of Michigan School of Education, primarily in the area of adult and continuing education. The papers focus on curriculum and program development for the Department of Adult and Continuing Education, with a small amount of information about other areas in which Berlin was involved.

The collection is arranged into one alphabetical series. By far the richest of the collection concerns his involvement with Adult and Continuing Education (ACE). It is organized by date in five separate folders, spanning the years 1971 through 1983. These files include reports and other information on the curriculum's development, departmental memos regarding faculty and staff, and Berlin's rise within the department from professor to department chair. ACE was, at times, a controversial endeavor for the School of Education and sparked much discussion on the theories and practices of adult education. The ACE files end with a folder containing issues of the ACE Reporter, a student publication of the ACE Department where Berlin was a frequent contributor and subject for student writings.

Smaller in size are files relating to Continuing Education and Community Development (CECD), the U-M Extension Service, and the Gerontology and Program in Human Resources Development. While these files are interesting because their presence testifies to a relationship between the School of Education and these branch areas, the records are so sporadic that none of them significantly clarify the relationship shared with the School of Education.

The collection concludes with miscellaneous correspondence and publications. The publication file contains a copy of Continuum, an adult education magazine to which Berlin contributed.

The Marvin Niehuss Papers document his career as Law School faculty member and university administrator. The papers include correspondence and reports concerning University affairs and some course materials from Niehuss' law classes. Included here are files relating to Niehuss' involvement in the University decision to fire three professors investigated by the House Un-American Activities Committee, and in the review of the University's compliance to the Civil Rights Act of 1964.

The Niehuss papers have arrived in three separate accessions. Researchers should be aware that there is significant overlap within the three accessions. Specific topics can be tracked across the various accessions. The papers are organized into two series: a small Miscellaneous File, 1945-1951, and Topical Files, 1923-1972.

Unit of the Office of Budget and Planning, established in 1974 for purpose of conducting research on academic administration at University of Michigan and coordinating evaluation and planning activities of the VPAA and units under its jurisdiction. Successor of the Office of Institutional Research, Office of Academic Analysis and Planning. Primarily records of the Evaluation and Planning Project, 1974-1979, a study of all academic and academically related units under the Vice President for Academic Affairs. Includes correspondence, grant reports, evaluations of academic units, and planning documents. Also miscellaneous college and school accreditation reports.

The records of the Office of Budget and Planning document the activities of the office from 1970 to 1982. This period includes the transition of the office from the Office of Institutional Research to the Office of Academic Planning and Analysis (renamed Office of Budget and Planning in 1997) and the concurrent shift of core office activities from data collection to planning and analysis. One such analysis and planning activity that is well documented in the records is the Evaluation and Planning Project, 1974-1982. These records both document the planning process as well as provide a unique portrait of the academic units which reported to the Vice President for Academic Affairs. There is also material relating to formal unit reviews and self-studies, 1978-1982, that were not formally part of the Evaluation and Planning Project. In addition to the records from the 1970-1982 period, the record group includes a complete sequence of the Standard Survey Response Document (SSRD) starting in 1991. The records of the Office of Budget and Planning are organized into four series: Administrative Files, Unit Reviews, Correspondence, and Standard Survey Response Document.

Percy Bates papers, 1974-1984

Papers of Percy Bates, an influential African American professor at the University of Michigan School of Education. Materials in the collection relate to his work as Principle Investigator on the Dean's Project on Mainstreaming, a grant project funded by the Bureau of Education for the Handicapped at the U.S. Department of Education. The collection includes teacher training materials, worksheets, case studies, grant information, project models and reference articles, interview questions, and other project materials.

The Percy Bates papers contains papers related to Bates' work as Principal Investigator on the Dean's Project on Mainstreaming, a grant project at the Universisty of Michigan's School of Education. The project trained educators how to integrate special education students into the regular classroom. The materials illustrate some of the challenges of mainstreaming faced by educators, students and parents and how educators were trained to manage these issues. The training materials also demonstrate the core knowledge, skills and attitudes the project team believed educators needed to create a welcoming classroom environment for all students.

The collection has been organized into two series. The Project Materials series contains project planning documents, conceptual models, reference reports and working drafts developed by the project team. The Educational Materials series features copies of the informational packets, worksheets, case studies and simulations developed to train teachers on mainstreaming.

Administrative files, topical files, workshop and task force material, handbooks, and material pertaining to desegregation and equality in public schools in Ann Arbor, Detroit, and elsewhere in Michigan and the Great Lakes region. Materials include reports from school districts, histories of desegregation, and recordings of conferences/workshops (1970-1993) including speakers Charles D. Moody, Junious Williams, Edward H. Steinman, and other notable individuals.

The records for the Program for Educational Opportunity, 1969-2002, (36.2 linear feet) are divided into twenty-two series: Administrative, Correspondence, Committees and Task Forces, Conferences and Workshops, Handbooks, Reports, Desegregation, Project for Fair Administration of School Discipline (PFASD), Public Schools, Topical Files, Administrative, Conferences, Center for Sex Equality in Schools (CSES), Desegregation Assistance Center, PFASD, Public Schools, Topical Files, Programs, Reports, CSES, Topical Files, and Recordings of Conferences and Workshops. All folders within series are arranged alphabetically. Series titles repeat due to multiple transfers of material received at different times.

Researchers of desegregation efforts and the controversy of school discipline will find many valuable resources in the record group such as research reports, case studies, and conference materials. Also well documented is the Ann Arbor Area School District within the general Public Schools series which includes information on various programs within the district, records from the Board of Education, community surveys, and statistical data on staff and students. The Conferences and Workshops and Committees and Task Forces are also series that are particularly well documented; included are conference and workshop materials, reports, and in some cases, evaluations. The Recordings of Conferences and Workshops (1970-1993) includes 515 audiovisual recordings and covers topics such as human relations training, recruiting minority staff, combating racism and sexism in the curriculum, multi-cultural education, student rights and discipline, and the development of staff counseling skills.

Central academic administrative unit of the University of Michigan which functions as chief executive assistant to the president, responsible for appointments and promotions with oversight for schools, colleges, educational units and programs; including budget planning, legislative relations, institutional research, and affirmative action policies. Central Files subgroup includes correspondence files of vice-presidents, associate and assistant vice-presidents, and other staff members within the vice-president's office.

The records of the Provost and Executive Vice President for Academic Affairs date from 1947 to 1997 and total more than 675 linear feet. The records are a rich source of information on the University of Michigan from the 1960s to the present. They contain a wide variety of material documenting the concerns of the administration and, to a lesser extent, the faculty and students regarding academic programs, student and faculty activities, and the administrative operations of the University of Michigan.

The records, which include the provost's files as well as the files of associate and assistant vice presidents, are arranged in three subgroups: Central Files, Staff Files, and Supplemental Files. The Central Files subgroup consists of the records maintained by the provost's office and is discussed in greater detail below. The Staff Files subgroup includes the records of assistant and associate vice presidents and of the assistants to the provost. The Supplemental Files subgroup contains material on specific topics to which a number of academic affairs staff contributed their efforts, including retreats, unit reviews, and searches. Each of the subgroups is fully described in a separate finding aid.

It should be noted that some of the records in the record group predate the founding of the Office of Academic Affairs. Such records were generally brought by vice presidents or staff members from previous positions or inherited from persons who formerly performed their duties.

The Central Files subgroup consists of 605 linear feet dating from the creation of the Office of Academic Affairs in the academic year 1961/1962 to 2012/2013. The records consist primarily of correspondence, minutes and other committee files, reports, and budget materials, reflecting the broad range of responsibilities and functions of the provost. Whereas the records of the Staff Files subgroup tend to document the process of policy formation and decision-making functions, the Central Files records more often contain finished products, such as reports and policy statements. For the researcher interested in the provost's views on a particular topic or issue, or the Office of Academic Affairs involvement in the academic and financial life of various schools and colleges, the Central Files subgroup is the single best starting point.

The records of the Central Files subgroup are broken into series by academic year, and each series consists of one or more of the following subseries: Alphabetical Files, Schools and Colleges Files, and Chronological Files. From 1961/1962 through 1973/1974 the series each consist of one subseries of Alphabetical Files. The Alphabetical Files are arranged alphabetically and include topical files as well as files regarding university academic, research, and service units.

From 1974/1975 to 1983/1984 the series are split into two subseries, Alphabetical Files and Schools and Colleges Files. The Alphabetical Files remain similar in content to previous years with the exception that files relating to academic units, namely schools, colleges, and their departments, now comprise the subseries Schools and Colleges Files. Records concerning centers, special libraries, museums, institutes, and interdisciplinary programs are filed in the Alphabetical Files subseries. The Schools and Colleges Files are arranged alphabetically by academic unit and contain materials relating to the annual budget requests, promotion and tenure decisions, internal and external reviews, dean evaluations, and changes in academic programs.

For the years 1974/1975 to 1981/1982, with the exception of 1976/1977, there is an "Index to Correspondence" located at the end of the Alphabetical Files which lists in chronological order the letters written by the vice president, the name of the recipient, the subject of the letter, and the heading under which it is filed.

From 1984/1985 to 1993/1994, 1998/1999-2008/2009 and 2010/2011-2011/2012 the series consist of three subseries: Alphabetical Files, Schools and Colleges Files, and Chronological Files. The Alphabetical Files and the Schools and Colleges Files, while becoming more voluminous over the years, remain similar in nature. The Chronological Files consist of all outgoing correspondence from the vice president and are arranged by month. The Chronological Files are useful if the researcher knows the date the vice president might have corresponded on a particular topic but is unsure of the heading used for filing in the Alphabetical Files.

The Alphabetical Files, as mentioned above, are a strong source of information on a variety of topics relating to the administration of a large university, including the university's relationship with state and federal governments, issues confronting institutions of higher education at various points in time (student unrest and affirmative action, for example), collaborative efforts with other Big Ten and area colleges and universities, and the creation and revision of university policies. The minutes of the Academic Affairs Advisory Council (AAAC) are an especially good source of information on the activities of the Office of Academic Affairs. The AAAC, composed of the deans of the schools and colleges, directors of institutes, centers, and special libraries, and the staff of the Office of Academic Affairs, was established to hold monthly meetings to discuss educational policy, planning for growth, and special studies.

Because folder titles on a particular subject may vary from year to year, researchers are advised to be imaginative in searching for information in the topical files. It should also be noted that information on any given subject can probably be found in various places in the collection.

The 2010 and 2011 series feature the addition of the Archived Website subseries. These were created to preserve the office's public website over time. The subseries document the mission, activities, policies, and individuals involved in the operation of the Office of the Provost and Executive Vice President for Academic Affairs as they are presented on its public website. Content includes important news and announcements, publications (such as reports and administrative documents), and information about committees, initiatives, and events. The Staff Files subgroup of the record group Provost and Executive Vice President for Academic Affairs consists of 570 linear feet and spans the years from 1947 to 2013. The Staff Files subgroup is comprised of the records of the associate and assistant vice presidents for academic affairs. Whereas the records of the Central Files subgroup often contain finished products, such as reports and policy statements, the Staff Files subgroup tends to document the process of policy formation and other decision-making functions. Scattered through the associate and assistant vice presidents' papers, for example, are frank statements of opinion regarding various schools and programs, candidates for promotion, and the relationship between the branches of the university, as well as notes on meetings with faculty members, committee activities, and other subjects.

The records generally were not created or maintained by any one staff member in the Office of Academic Affairs, but rather are the result of the examination of a particular issue or topic over a period of time by a variety of people.

Shirley Wheeler Smith Papers, 1881-1959

Vice-president and secretary of the University of Michigan; correspondence; research materials for his biographies of university presidents; files relating to activities on the Ann Arbor City Council; course notes from classes at the University of Michigan; and photographs.

The Shirley Wheeler Smith papers include a combination of personal and professional materials. Much of Smith's career with the U-M is documented in the official records of the University, most notably in the records of the Secretary's Office and the papers of the presidents under whom he served (Angell, Hutchins, Burton, Little, and Ruthven). Even so, these papers contain much material relating to the business affairs of the U-M. The extensive correspondence files (with partial index) demonstrate wide influence in all phases of University operations as he corresponded with presidents, faculty, members of the board of regents, and other university personnel. Also documented in the collection is Smith's activities with the city of Ann Arbor and with other community organizations.

Artificially constructed collection of University of Michigan publications received from a variety of sources. The publications have been sorted by the name of the creating unit, office or organization. Publications within the units or organizations have not been arranged.

The Publications in this artificially constructed collection of drop boxes include annual reports, brochures, bulletins, catalogs, directories, ephemera including flyers, invitations, posters, and programs, histories, manuals, newsletters, proceedings of conferences, reports, and topical publications.

A small number of publications for which no creating organization is discernible are listed at the end of this finding aid by title. These publications include a number of student newsletters and campus guides. Major continuing units are represented as well as smaller and defunct units.

Some university publications have been individually cataloged and exist in their own record groups. As this collection serves as an unprocessed drop box for university publications, not all units will be represented. Most of the units represented consist of a few folders of material, unless otherwise indicated in the finding aid. Consult MIRLYN for individually cataloged items as well as other related items.

Demonstration school operated by the University of Michigan School of Education, 1924-1969. Records include annual reports, staff bulletins, publicity, photographs, faculty minutes, building plans, and curriculum material; also records pertaining to the closing of the schools, and a historical file on the founding of the schools including correspondence of Allen S. Whitney.

The records of the University Schools operated by the University of Michigan School of Education document the activities of the schools (elementary and high school), students, parents, alumni as well as the physical facilities of the schools. The records date from 1920 to 1975 although the bulk of the records cover the period from 1930 to 1966. The last vestiges of the schools closed after the 1969/70 academic year, but records relating to the renovation and remodeling of the school buildings are present through 1975.

The records were received in three accessions resulting in the creation of several series. Thus researchers will find some overlap within the various series, particularly the topical files and administrative files. The records are divided into eight series: Topical Files; University Elementary School Files; University High School Files; Administrative Files; Classroom Activities; Photographs; Historical Files; and Renovations and Architectural Drawings.

Wilbur J. Cohen papers, 1967-1987

Dean of the School of Education at the University of Michigan, 1969-1978. Earlier served in Franklin D. Roosevelt administration where he was a key figure in establishing the Social Security program and was Secretary of Health, Education and Welfare under Lyndon Johnson. Records consist of Dean's files; working files, 1978, relating to his work with the Governor's Task Force on Prevention and Investigation of Abuse in State Institutions; papers relating to the Summit Conference on Inflation, 1974; and files concerning involvement with school desegregation cases in Detroit and Kalamazoo, Michigan; also photographs.

The Wilbur Cohen Papers provide documentation of his work as Dean of the School of Education at the University of Michigan and with the state of Michigan Task Force on the Prevention and Investigation of Abuse in State Institutions1977-1979, as well as files on school desegregation in Detroit and Kalamazoo. The collection has been arranged into two series: Correspondence and Other papers. The correspondence dates from 1853 to 1933 and includes many letters addressed to his second wife Elizabeth Clark prior to their marriage. The Other Papers series concerns his activities as an educator and college president. Materials in this series include addresses, lectures, autobiographical and biographical volumes, personal account books, visual material, and other miscellaneous notebooks.
