Complaint about American alterations in annuity payments; "In the provisions of the old treaties between this State and the Onondaga … this annuity is perpetual … there was nothing said in those treaties that the State would have power to make alteration in the manner of paying these annuities...it is a force upon our rights, it being done without our consent."
