In Tench Tilghman’s hand. Regarding military matters; scoffs at Cornwallis for underestimating the force under Greene. Calls methods of recruiting "feeble and ineffectual." Suggests that he take advantage of la Fayette, who has gone Southward and recently proven his merit once more by cutting off a British supply line.

Washington rejects a plan offered by Sullivan based on “embarrassed state of our affairs on acct. of Supplies…The languid efforts of the States to procure men, and the insuperable difficulties in the way of transportation” Intercepted. With a copy 4pp.

Regarding military matters; Washington has heard accounts that a great embarkation from New York has taken place, and that a total evacuation has even been considered. “Public letter” Commends Lafayette on his actions and praises him most for his refusal to conduct correspondence with [Benedict] Arnold. Discusses army movements, confirms that 1500 to 2000 men embarked from New York and should be expected near Chesapeake or further South.
